Hong Kong CMDF typically refers to the Chinese Medicine Development Fund (Chinese Medicine Development Fund). This fund was established by the Hong Kong SAR Government to promote the development of the Chinese medicine profession and the Chinese medicine industry, and to raise the overall standard of the industry. This includes training talent for the Chinese medicine industry, supporting research related to Chinese medicine, and deepening public understanding of Chinese medicine.
Subsidy Plans
The Fund primarily consists of two main categories: the Enterprise Support Scheme and the Industry Support Scheme. The Enterprise Support Scheme mainly provides matching funding to individual practitioners or manufacturers to assist local Chinese medicine development, with four sub-programs: "Chinese Medicine Practitioner Training and Chinese Medicine Clinic Facility Improvement Funding Scheme," "Chinese Proprietary Medicine Production Quality Management System Optimization Funding Scheme," "Chinese Proprietary Medicine Registration Support Scheme," and "Warehouse Management, Logistics and Service Improvement Funding Scheme." The Industry Support Scheme is industry and public-oriented, assisting the development of Hong Kong's Chinese medicine industry, including the "Chinese Medicine Industry Training Funding Scheme and Chinese Medicine Promotion Funding Scheme (B1-1 Scheme)" and the "Chinese Medicine Application Survey and Research Funding Scheme (B1-2 Scheme)."

Eligibility
1. Non-profit organizations registered, established, or set up in Hong Kong, including but not limited to Chinese medicine-related professional bodies, associations or chambers of commerce, local universities, and educational institutions.
2. Regardless of the method of registration, establishment, or setup, such organizations must be charitable institutions or trusts of a public character exempt from tax under Section 88 of the Inland Revenue Ordinance (Cap. 112 of the Laws of Hong Kong); or their articles of association or organization's articles of incorporation must expressly provide that their directors, shareholders, employees, or any persons shall not share any dividends, profits, or assets. Applicants must provide the relevant organization's articles of incorporation to prove the non-profit nature of the organization.
Note: Projects that have successfully received other government funding will not be considered.
Application Process
1. The applicant organization must prepare a completed application form, copies of the applicant organization's qualification documents (such as Business Registration Certificate, articles of association, or related documents), and a detailed project proposal. The training course proposal (applicable to B1-1 Scheme) must specify training objectives, expected learning outcomes, teaching staff, etc.; the promotion proposal (applicable to B1-2 Scheme) must specify promotion purposes and objectives, activity format, activity content, etc., limited to 10 pages.
2. The applicant organization may submit the application form and proposal together with the required supporting documents, and must mail the original application form (signed and sealed), the proposal, and copies of required documents to the Chinese Medicine Development Fund implementing organization within one week after email submission. No fees are required for application submission.
3. Upon receiving the application, the Fund implementing organization will conduct a preliminary review based on the approval criteria.
4. The Fund Advisory Committee will discuss applications that pass the preliminary review.
5. The Health Bureau will make the final decision on the application. The processing time from the Fund implementing organization receiving the application to the applicant organization being notified of the result is approximately 4 months.
